Fran Rosebush Baylor serves as the Central Texas Program Officer for Asset Funders Network (AFN). In this role, she focuses on developing the Central Texas (Austin) region.

Before AFN, Fran served as the Vice President of Strategic Partnerships, Field Engagement & Policy at Prosperity Now, a national research and program intermediary. She led their national movement-oriented network reaching more than 24,000 people and designed the content strategy for their biannual Prosperity Summit conference highlighting the latest economic opportunity and justice research, innovations, tools, and leaders.

Previously, Fran led the United Way of Greater Houston’s THRIVE Collaborative, which brought together 18 nonprofit partners with Houston Community College and the City of Houston to offer comprehensive financial stability and workforce development programs to serve more than 100,000 hard-working, low-income families. She was a policy analyst for the Legislative Study Group Caucus within the Texas House of Representatives.

Fran received her MBA and Masters of Social Work from the University of Houston and a BA from Purdue University. She currently resides in Austin, Texas.
